No, you did it right.
This is a known problem, but harmless, as the lock is not really needed
here.
The work around is to use one cron entry only for both, like this:
* * * * * /usr/sbin/sogo-tool expire-sessions
60;/usr/sbin/sogo-ealarms-notify
